The municipality of Cacocum is located in the southwestern part of the province of Holguin, bordering to the north with the municipality of Calixto Garcia, to the south with the province of Granma, to the east with the municipalities of Urbano Noris and Báguanos and to the west with the municipality of Calixto Garcia. Cacocum has a territorial extension of 662.12 Km2.

The Municipal Assembly of Popular Power was constituted on May 13, 2015. The elected leadership was composed of: Mariela Cruz Herrera, president; Ramón Aguilera Ávila, vice president; and secretary, Ramón Suárez Javis. As a result of the electoral process, 43 delegates were reelected, among which prevails the color of the white skin, the integration to the CDR and CTC, in defense of the MTT; by occupation, the majority are cadres, leaders and officials; the school level, high school; and the average age, 46 years old.

Our organization has 2 deputies to the National Assembly, of which 1 is a base delegate; 4 delegates to the Provincial Assembly, of which 2 are base delegates. Of the 75 delegates to the Municipal Assembly, 43 were reelected and 32 were elected. Of the total, 21 are women and 54 are men.

According to skin color, the composition of the Municipal Assembly is made up of 67 whites, 4 blacks and 1 mestizo.

The revolutionary integration of the assembly is composed of 42 militants of the PCC, 6 of the UJC, 65 of the CTC, 3 of the ANAP, 75 of the CDR, 2 of the FMC and 4 of the ACRC.

In terms of occupation, the members of the Assembly are: 29 workers, 23 technicians, 6 administrative, 8 teachers, 1 peasant, 2 FAR workers and 6 retirees.

The level of schooling is as follows: basic middle school 7, high school 33 and higher education 35.

The average age is 51 years; 11 delegates are between 16 and 35; 41 between 36 and 50; and 23 are over 50.

All are linked to the spheres of economic and social life, as well as that of Local Bodies. They meet quarterly in plenary session, to evaluate and coordinate actions approved in their guidelines and others, of a temporary nature, indicated by the president. The fundamental issues dealt with in the Assembly's sessions are presented by these commissions, which function with greater systematization, carry out studies, investigate cases to offer answers to the population, supervise programs, rule on matters, among others. The Assembly has jurisdiction over 9 Popular Councils, of which 3 are urban (U) and 6 are rural (R), with a total population of 41,588 inhabitants in a territorial extension of 662.12 Km2.

The Municipal Assembly of People's Power has the following attributions:

  • To comply with and enforce the laws and other provisions of a general nature adopted by the higher organs of the State.
  • To elect and revoke the President and Vice President of the Assembly.
  • To appoint and replace the Secretary of the Assembly.
  • To revoke the mandate of deputies to the National Assembly and delegates to the Provincial Assembly of People's Power, who have been electedby that municipality, in accordance with the provisions of the law.
  • To conduct the election by constituting an Electoral College to fill vacant positions of deputies to the National Assembly and delegates to the Provincial Assembly of People's Power, when summoned to do so in accordance with the law.
  • Exercise the supervision and control of the entities of municipal subordination.
  • To revoke or modify the agreements and provisions of the bodies or authorities subordinate to it, which violate the Constitution, laws, decree-laws, decrees, resolutions and other provisions issued by the superior bodies of the State or which affect the interests of the community, of other territories, or the general interests of the country, or propose their revocation to the Council of Ministers, when they have been adopted based on powers delegated by the bodies of the Central Administration of the State.
  • Adopt resolutions and issue provisions within the framework of the Constitution and the laws in force on matters of municipal interest and control their application.
  • Appoint and replace the members of its Administrative body at the proposal of its president.
  • To appoint and replace the heads of the administrative directorates and companies belonging to the municipal subordination.
  • To determine, in accordance with the principles established by the Council of Ministers, the organization, operation and tasks of the entities in charge of carrying out economic, production and services, health and other welfare, educational, cultural, sports, environmental protection and recreational activities, which are subordinated to its administrative body.
  • To propose the creation and organization of Popular Councils, in accordance with the provisions of the law.
  • To constitute and dissolve work commissions.
  • Approve the economic-social plan and the budget of the municipality, in accordance with the policies drawn up for this purpose by the competent agencies of the Central State Administration, and control its execution.
  • To contribute to the development of the activities and the fulfillment of the production and service plans of the entities located in its territory that are not subordinated to it, for which it may rely on its work commissions and its Administration body.
  • To know and evaluate the accountability reports submitted by its administrative body and to adopt the pertinent decisions on them.
  • To attend to all matters related to the application of the cadre policy drawn up by the higher State bodies.
  • To strengthen legality, internal order and the defensive capacity of the country.
  • To know about the attention and processing of the complaints and approaches formulated by the citizens.
  • Any others granted by the Constitution and the laws.
